Thomas Waters
Jr., Senior Intelligence Analyst, SPADAC
Thomas Waters Jr. is a Team Chief (contractor) in
Intelligence Operations for the Department of Defense. He
previously served as a Sr. Counterintelligence Analyst for U.S. Central
Command, an Economics & Trade Security Analyst for the Central
Intelligence Agency, and as Vice President of a private
intelligence-consulting firm. He enjoyed a successful corporate
career that included Celotex Corporation, Lexis-Nexis, and BASF.
Tom received an MBA from Wake Forest University and an undergraduate
degree from the University of Tennessee. He is an Adjunct
Professor in the Intelligence Management and Analysis program at Eckerd
College in St. Petersburg, Florida. Tom's expertise on
competition, strategy, and intelligence have lead to interviews in USA
Today, The Wall Street Journal, and the cover feature for Government
Executive Magazine. He has been a guest on Fox News, Fox and
Friends, Trader Nation, and numerous talk radio programs. He is
the author of over twenty articles on competition and strategy.
His CIA memoir entitled "Class 11" was published in 2006 and
optioned for television by ABC.
Tom resides in St. Petersburg Florida with his wife Cathy and their two
children.

Catherine M. Cook, J.D., serves as Acting Associate Director for Regulations
and Policy at FDA's Center for Devices and Radiological Health.
Ms. Cook will provide symposium attendees with important and timely

level. Ms. Cook previously served at FDA as Associate Chief
Counsel for Biologics and Associate Chief Counsel for Enforcement,
where she concentrated on criminal matters. Ms. Cook received her
J.D. from the New York University School of Law. Use this section

Mark Leahey is Executive Director for the Medical Device
Manufacturers Association (MDMA), a national trade association in
Washington, DC that represents nearly 200 research-driven medical

facing our industry.
Chris Delporte of Medical Product Outsourcing (MPO) will lead a
discussion panel on recent trends in medical device product development
and manufacturer outsourcing.
